The Family Liaison initiates and maintains contact with designated family members of the Missing and Murdered Indigenous Women and Girls whose matters are or will be the subject of further investigation by the RCMP or the Winnipeg Police Service (WPS). The incumbent will assist police agencies in building and maintaining positive relationships with family members and will serve as the central point of contact. The incumbent provides general information regarding the Criminal Justice System, short-term counselling, risk assessments, safety planning and referrals to community. The Family Liaison also works cooperatively with colleagues from other jurisdictions who provide similar services. The incumbent will work closely with grassroots Indigenous Agencies to enhance supports for MMIWG families.

Conditions of Employment:

• Satisfactory Criminal Record Check, Child Abuse Registry Check and Adult Abuse Registry Check

• RCMP or WPS Police Security Screening 
• A valid driver's licence with access to a vehicle for business purposes
• Ability to travel including remote communities via airplane  
• Occasional overnight travel may be required 
• Occasional work may be required outside of regular working hours and weekends

Qualifications:
Essential:

• A Bachelor of Social Work degree or an equivalent related Social Sciences degree. Equivalent combinations of education and experience may be considered
• Extensive case management experience in the social services field providing a full range of direct services to clients including: interviewing, performing assessments, planning, counselling, providing referrals and follow-up
• Knowledge of the effects of trauma, grief and loss relating to victims of crime and families of missing persons
• Knowledge of Indigenous culture and history
• Excellent verbal communication skills using plain language when needed to promote complete understanding
• Excellent written communication skills 
• Excellent interpersonal skills with the ability to develop and maintain strong positive working relationships with all types of stakeholders
• Ability to manage confidential and politically sensitive material/situations in an appropriate manner
• Ability to work under pressure and to manage stress effectively while working in a high volume, high stress work environment
• Ability to work co-operatively and constructively as part of a team.
• Proven ability to work independently with a high level of initiative
• Knowledge of issues concerning exploitation and victimization

Duties:
The incumbent is responsible to initiate and maintain contact with designated family members of Missing and Murdered Indigenous Women and Girls (MMIWG) whose matters are or will be the subject of further investigation by the RCMP or Winnipeg Police Service. The incumbent will assist the police agencies in building and maintaining positive relationships with family members and will serve as the central point of contact. The incumbent will provide general information regarding the Criminal Justice system, short-term counselling, risk assessments, safety planning and referrals to community programs as required. The incumbent will also be responsible for guiding families through the complexities of the Justice system providing analysis, interpretation and assessment of individual needs.

The incumbent will liaise with other government departments and agencies to assist families in gathering information to answer questions about their missing or murdered loved one e.g. child welfare, housing, social assistance. The incumbent will work closely with the families of missing and murdered Indigenous women and girls and community agencies to ensure families receive comprehensive support and referral to culturally appropriate supports include both Western and traditional resources. The incumbent will also attend or help organize events with community partners that support the healing of family members.
