The Manitoba Human Rights Commission is an independent agency of the Government, responsible for administering The Human Rights Code. The Commission takes complaints of discrimination, investigates them and determines if there is sufficient evidence that The Code has been contravened to warrant a public adjudication of complaint.  The Commission also offers mediation services as part of the complaint process and conducts human rights education programs across the province.

Qualifications:
Essential:

  • Related post-secondary education (e.g. social sciences, law, human rights, etc.) or an appropriate combination of education and experience
  • Experience conducting investigative interviews
  • Ability to gather and assess relevant information leading to sound recommendations
  • Ability to perform case management
  • Strong organizational skills with the ability to prioritize work assignments and work under pressure to meet workload demands and deadlines
  • Effective interpersonal skills
  • Ability to work in a team environment
  • Excellent written communication skills with experience preparing written reports that contain analytical reasoning
  • Excellent verbal communication skills
  • Experience with Microsoft Office including Word and Outlook or equivalents
  • Knowledge of human rights principles in Canada
  • Excellent French verbal communication skills
  • Excellent French written communication skills

Desired:
  • Experience applying legal reasoning or interpreting legislation
  • Experience dealing with diverse members of the public including vulnerable persons
  • Experience investigating human rights complaints

Duties:
Reporting to the Director of Investigations and Policy, the incumbent Investigates complaints of discrimination as required under The Human Rights Code (Manitoba) in both Official languages.  Prepares an investigation plan identifying relevant issues and conducting interviews and document review to include in a final report recommending that the complaint be dismissed or referred to a public adjudication hearing.  The incumbent may also participate in aspects of the Commission’s education mandate including youth education activities, presentations and seminars and other outreach and public relations activities designed to promote understanding of human rights issues.
