The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province’s liquor, gaming and cannabis industries, including oversight for liquor sales, service and manufacturing; gaming employees, products, events and operations; and retail cannabis stores. The LGCA also is in the process of integrating the regulatory responsibilities of the Manitoba Horse Racing Commission into its mandate. We strive to serve the public interest by regulating these industries in a respectful, impartial and balanced manner. 
 
The LGCA is seeking a highly motivated individual to work within the Human Resources Department.

Qualifications:
The successful candidate must have:
• A bachelor’s degree from a recognized post-secondary institution specializing in human resources or a related discipline and a Chartered Professional in Human Resources (CPHR) designation.  An equivalent combination of related education, training and experience may be considered.
• Three to five years’ experience providing generalist human resources consulting service and guidance to management and staff, preferably in a public sector and/or unionized environment. 
• Experience providing consultation, guidance and interpretation of collective agreements, policies and procedures, and applicable legislation and regulations related to human resources.
• Experience providing consultation on matters related to employee and labour relations including attendance and performance management, progressive discipline, grievance process and handling, and complex workplace investigations.
• Experience with additional generalist areas of human resources, such as recruitment, selection, retention, employment equity and accommodations; compensation and classification; training and development; change management; and/or workplace safety and health. 
• Excellent interpersonal skills, professionalism and a commitment to client service, with the ability to collaborate and build trust and positive respectful relationships with management and staff, internal and external stakeholders, and the union.
• Strong verbal and written communication skills to convey complex and sensitive information clearly to a variety of audiences, with the ability to develop various written materials, such as procedures and confidential correspondence. 
• Excellent analytical, research, problem solving and decision-making skills, with sound judgement to make appropriate recommendations in a variety of situations.
• Strong organizational and project management skills with the ability to plan, organize and perform functions under tight deadlines and competing interests with changing priorities.  
• Ability to work effectively with a high degree of independence and autonomy as well as the ability to work collaboratively and part of a team.  
• Strong conflict resolution skills to effectively address workplace issues, with the ability to to coach, mentor and support management in resolving conflict.  
• Proficiency with Microsoft Office Suite and human resources information systems (e.g., SAP).

The following qualifications are desired:
• Proficiency in French.
• Experience developing and/or providing training. 

Duties:
Reporting to the Director of Human Resources, the Human Resources Consultant provides expertise, guidance and coaching to management and staff in the areas of strategic human resources planning, labour and employee relations; recruitment, selection, retention and development; employment equity; classification and compensation; workplace accommodations; change management; workplace investigations; workplace safety and health; and the administration and interpretation of policies, procedures, collective agreement, and related legislation and regulation.  The position provides support to the Director of Human Resources with strategic human resource planning, organizational changes/reviews, employment development research, collective bargaining and leads and supports the rollout of initiatives and projects.
