The Child and Youth Services Division is seeking a Policy Analyst to join our team. The Child and Youth Services Division administers funding for the provision of child and family services (CFS) and other supports for children and families. The division works with the four CFS Authorities and agencies, community-based service providers and others to help keep children safe and protected, and to assist at-risk children, youth and families. The division supports and delivers specialized services, including community prevention programming, provincial abuse investigations and registries, adoption and post-adoption services, and Tracia’s Trust: Manitoba’s Strategy to Prevent Sexual Exploitation and Human Trafficking. The division develops, implements and evaluates strategies affecting children in collaboration with the Social Innovation Office.

Qualifications:
Essential:

• A university degree in social science, or relevant specialized discipline
• Experience conducting research and developing policy and programs
• Experience reviewing policy and programs and providing recommendations to achieve established objectives
• Experience in market, financial analysis and forecasting
• Strong organizational skills, with the ability to multi-task and meet multiple deadlines
• Demonstrated interpersonal skills with the ability to work in a team and with various stakeholders
• Strong verbal communication skills
• Demonstrated written communication skills
• Proficiency in the application of computer technology, including Microsoft programs (Word, Excel, Outlook, PowerPoint and the Internet), or similar software programs

Desired:

• Knowledge of the Provincial child and family services system with emphasis on area of child protection
• Awareness of Manitoba’s history with Indigenous people, values diversity and respect for people with the ability to understand different perspectives and promote inclusion

Duties:
Reporting to the Manager of Research and Strategic Planning, the Policy Analyst undertakes evidence-based research, analyses and feasibility assessments to support and provide funding oversight for the development of policies, programs, protocols, and best practices as it relates to departmental programs, intersectoral initiatives and non-governmental organizations. Assists in the planning, development, implementation, monitoring, and evaluation of policy and program initiatives in the areas of child welfare and family support services. Consults and collaborates with a wide cross-section of Department staff, with officials of other government departments, Child and Family Services (CFS) Authorities, external service agencies, and child and family professionals. Coordinates the development of a variety of documents relating to Child and Youth Services Division programming to support senior management policy and program decisions, including:  policy option papers, Briefing and Advisory Notes, special reports, Treasury Board and Cabinet Submissions and information to support the annual estimates process. This position will be working directly with funded community organizations to support prevention/intervention programming and services to ensure children, youth and families are connected.
