This position is part of the Procurement Mondernization Initiative which aligns with the Manitoba Public Service Transformation Strategy and is a pan-governmental, multi-year/multi-phase procurement modernization project to achieve cost savings and create greater value for Manitoba taxpayers through public procurement.

 The project includes:
•Centralizing procurement services to ensure government contracting is more coordinated, strategic and sustainable
•Adopting a category management approach to procurement to help the province become a smart shopper
•Improving planning and using Manitoba’s purchasing power to achieve economies of scale

 Modernizing procurement will enable the government to become a ‘smart shopper’ by bundling contracts to reduce costs. Qualifications:
Essential:

  • Accreditation or certification towards a professional purchasing/materials designation management (Supply Chain Management Association (SCMP)), or equivalent combination of work experience or training may be considered.
  • Experience with the competitive procurement cycle, including: tendering, evaluation strategy, supplier selection, contract award and contract management.
  • Experience negotiating internally and with suppliers and demonstrating ability to apply a process to structured negotiations.
  • Strong interpersonal skills with the ability to build and maintain productive working relationships with a variety of stake holders. 
  • Strong written communication skills.
  • Strong verbal communication skills.
  • Strong critical thinking and problem-solving skills.
  • Effective time management and demonstrated ability to prioritize and meet deadlines.
  • Proficiency in MS Excel.

Duties:
The Procurement Officer is responsible for the economical and expeditious procurement of goods and services within assigned commodity lines for departments, agencies and programs of the Province of Manitoba.  The work is technical in nature and often involves a high degree of complexity and the application of a variety of purchasing techniques with the aid of a computerized purchasing system. The Procurement Officer has the ultimate authority to award contracts on behalf of the client department, independent of the client.
