Legal Services Branch (LSB) functions as the law firm to the government of Manitoba and employs talented specialists who provide excellence in service.  The Director of Legal Services Branch is the leader of this dynamic team.  They provide direction to a professional staff that is responsive to the issues that are important to government and Manitobans. The position will be intriguing for individuals who thrive on highly engaging, interesting issues and are able to work collaboratively with decision makers in government.

The Director is in a high profile position within government. The successful person will be in a position that is at the forefront of advising government on matters of significance and weight.  They will provide legal support and advice to senior officials for initiatives and issues that impact Manitobans and government. 

The authority for the position and Branch flows from the constitutional and statutory responsibilities of the Attorney General as the chief legal advisor to government and the guardian of the public interest.  The Director can expect to see issues that range across a wide spectrum of law including Aboriginal Law; Access to Information and Privacy Law; Administrative Law; Civil Litigation; Constitutional Law; Corporate and Commercial; Family Law; Information Technology; International Law; Legislative Review and Policy Development as well as cutting edge developments that involve government. 
 

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • As the Director, must be a member in good standing with the Law Society of Manitoba
  • Successfully pass an enhanced security review that includes Criminal Record, Child Abuse Registry and Adult Abuse Registry search component

Qualifications:
Essential:

  • Extensive experience in developing and providing policy/legal advice to senior officials
  • Strong interpersonal skills reflected in an ability to establish and maintain collaborative relationships with internal and external stakeholders, including Deputy Ministers and other senior leaders 
  • Proven ability as a leader with experience working in a diverse organization, and a commitment to the ongoing development of a strong and effective team
  • An ability to respond flexibly to changing circumstances
  • Able to work effectively in a wide variety of situations with diverse individuals and groups as necessary 
  • Superior verbal and written communications skills
  • Experience managing internal and external stakeholder relationships
  • Strong political acumen skills
  • Experience in strategic planning, including determining and setting priorities based on organizational objectives
  • A positive attitude with an ability to motivate others toward vision and goal achievement 

Duties:
The position will work with upper levels of government including Deputy Ministers and other decision makers to ensure quality legal advice is provided in a timely manner.   As part of that responsibility the position will be required to present to senior leaders as required on legal and policy issues important to government.

The Director will be responsible for coordinating and, where necessary assisting counsel to ensure high quality legal advice is provided consistent with a whole of government perspective. The Director will lead the assignment of matters to counsel and counsel to clients.

The role will also manage client requests and expectations including responding to concerns that may arise.  Importantly, the Director will support counsel to ensure that they can fulfill their professional obligations.

Reporting to the Assistant Deputy Attorney General of Crown Law Division, the Director of Legal Services Branch (LSB) is responsible for the efficient operation of the Branch and for leading, directing and managing the delivery of comprehensive civil legal services to all areas of government.  The Director has responsibility for program budgets and priorities and will allocate resources for the efficient operation and management of Legal Services Branch.
