The Office of the Fire Commissioner (OFC) is a Special Operating Agency (SOA) of the Manitoba government that performs a critical role in ensuring and maintaining Manitoba’s public safety. The overall mission is to safeguard both persons and property from fire and life safety hazards through education, investigation, emergency response and code application.

The Agency is seeking experienced Municipal Support Officer(s) primarily responsible for planning, developing, implementing and monitoring the Agency’s community risk reduction, public safety, fire protection and fire prevention programs being delivered to municipalities, communities, schools, councils, advocacy and interest groups and the general public.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Ability to work weekends and evenings when necessary
  • Must be able to travel throughout Manitoba (including Northern Manitoba) and occasionally in Canada and internationally
  • Must hold a valid Class 5 driver's license or equivalent from another jurisdiction, with ability to obtain class 4 with air brake endorsement within 3 months of hire
  • Satisfactory Driver’s Abstract.
  • Must be able to obtain a satisfactory Criminal Record Check (with Vulnerable Sector search)
  • Must be able to obtain a satisfactory Child Abuse Registry Check and Adult Abuse Registry Check
  • Must be physically capable of performing the duties and functions of the position including lifting heavy objects, kneeling, standing, climbing stairs and ladders, working at heights and operating vehicles over long distances, for working in a fire-rescue training and/or response environment
  • Must be able to wear personal protective equipment including self-contained breathing apparatus.

Qualifications:
Essential:

  • Post-secondary education in the field of emergency management, education, the social sciences or a related field. A combination of training and experience in the field(s) of fire prevention and public education, fire protection or community risk reduction, emergency response, public safety, adult education or a related field may also be considered.
  • Experience working in the emergency response field
  • Experience in program delivery, facilitation and presentation using various instruction methods
  • Experience in curriculum review and development including developing lesson plans and examinations
  • Experience developing, fostering and maintaining diverse teams, partnerships, and alliances with community groups and other stakeholders
  • Knowledge of public safety practices and the management, administration, organization and deployment of emergency services
  • Excellent verbal communication skills with the ability to facilitate discussions and give formal presentations to broad audiences
  • Strong written communication skills for preparing correspondence and reports
  • Strong organization skills with the ability to manage multiple or competing priorities within tight time frames
  • Strong decision-making and problem-solving skills for solving complex and politically-sensitive issues
  • Computer proficiency in Microsoft Office suite  including Microsoft Word, Outlook, Excel and PowerPoint (or equivalent)

Desired:
  • Experience researching leading practices and trends relating to fire protection, community risk reduction and prevention and education
  • Broad knowledge of the relevant acts, programs and general mandate of the Office of the Fire Commissioner.
  • Certificate in any of the following: Fire and Life Safety Educator Level 1: NFPA 1035; Fire Service Instructor – Level 1 or 2: NFPA 1041; Incident Command Systems Level 200 (ICS 200); Fire Fighter Level 1: NFPA 1001 and/or Fire Inspector Level 1: NFPA 1031; Fire Service Officer – Level 1: NFPA 1021, or MESC Rural Company Officer

Duties:
The Municipal Support Officer ensures the most responsive approach, planning and action related to fire protection are available. The position liaises with stakeholders and other government agencies in the management, administration, organization and deployment of fire protection.  The Officer promotes public awareness; community risk reduction; encourages strategic fire protection planning; employs fire & life safety prevention; and conducts training, as protection against fire and other risks.  The Officer represents the Office of the Fire Commissioner in the delivery of consultative services to municipalities, emergency services and the public. The incumbent will participate in network programming; research; fire reporting & statistical evaluation; fire inspections; and emergency response.
