The Department of Municipal and Northern Relations is seeking a qualified candidate to fill the position of Land Development Consultant (IC2), within the Northern Region under The Northern Affairs unit. The Northern Affairs division serves 48 designated communities through regional offices and sub-offices located in Thompson, The Pas, Dauphin and Winnipeg.  It is responsible for the provision of consulting and advisory services related to municipal administration, environmental services, technical and public works, community and resource development, protective services, recreation, and capital project planning and delivery.  Other responsibilities include the coordination of service delivery by government departments and the maintenance of communication links with community councils and other organizations.  A variety of activities and programs are focused on strategic community development and facilitation of partnerships with other government departments and agencies to improve the social, economic and environmental conditions in northern communities.

Qualifications:
Essential:

  • Experience in land use planning, including review of development plans, zoning by-laws, crown land and subdivisions applications. 
  • Strong interpersonal skills that facilitate effective working relationships with colleagues, other departments and a variety of stakeholders.
  • Strong attention to detail and ability to work efficiently with a high degree of accuracy
  • Effective problem solving skills including the ability to handle sensitive issues in a confidential and professional manner.
  • Excellent organizational and time management skills with the ability to prioritize workloads and manage conflicting deadlines. 
  • Strong written communication skills to communicate simple and complex information to different stakeholders with various level of understanding.
  • Excellent verbal communication skills to convey clear and effective messages to a broad range of stakeholders.
  • Proficiency working with MS Office (Outlook, Word, Excel, Teams), and other computerized database applications

Desired:
  • Post-secondary degree or certificate in Urban, Rural or Regional Planning. An equivalent combination of a directly related degree (e.g.: geography, Resource Management, Community and/or Land Use Planning) combined with planning work experience may be considered.
  • A good understanding of Geographic Information Systems ARC (GIS) and its application to the field of planning.
  • Experience working on complex policy and planning initiatives.

Duties:
The Lands Development Consultant (IC2) provides comprehensive land planning support to Northern Affairs communities, cottage areas and gives direction in the unorganized territory under departments jurisdiction. The incumbent will facilitate a process for communities to develop and implement land use planning documents such as; background study, development plan and zoning by-laws. Some of the responsabilities also include to review and to provide the departmental response to all crown land dispositions in unorganized territory within the northern region such as; general permits, assignments, miscellaneous permits, vacation home permits and sales.
