This position is responsible for providing leadership, direction and coaching to staff working in the unit. As a member of the Secretariat's Executive Management Committee the position also oversees the Secretariat's administrative and finance functions. 

Conditions of Employment:

  • Must be able to work overtime, evenings and weekends as needed

Qualifications:
Essential:

  • Post-secondary education in Business Administration, Office Administration, Public Administration, or related field. An equivalent combination of education, training and experience may be considered.
  • Experience providing financial administration such as quarterly cash flows, forecasting and budgeting of operational expenses and salaries, financial projections, and financial reporting.
  • Experience managing office operational needs i.e. acquisition of furniture and equipment, office equipment leases, office accommodations, inventories, physical and network security, and desktop/software requirements. Managing computer operating system and hardware systems, installation, and upgrades.
  • Experience in human resource management i.e. recruitment, training, and development, coaching and mentoring, conflict resolution and performance management. Coordination and knowledge of working documents for staffing requests.
  • High level of political acumen for navigating sensitive and confidential issues with tact and diplomacy.
  • Strong organizational skills with the ability to effectively manage conflicting deadlines and handle high workload situations with superior attention to detail and accuracy.
  • Strong interpersonal skills with the ability to build partnerships, foster collaboration and establish strong working relationships with stakeholders.
  • Experience coordinating and managing complex projects, project initiation, planning, budgeting, and document preparation.
  • Knowledge of Treasury Board Submissions, Estimates and Financial Reporting Cycle.
Desired:
  • Experience with SAP or similar software, Accounts Receivable/Payable and Human Resources.
  • Experience with Microsoft Teams, Visio and SharePoint.

Duties:
The position represents the Secretariat at various meetings and committees. The incumbent is therefore responsible for advising and updating committee members on human resource initiatives, financial planning and information technology.
