The Manitoba Water Services Board (MWSB) has been providing assistance to rural Manitobans for over 60 years in the development of safe, affordable and sustainable water and wastewater infrastructure.  MWSB projects and services are implemented by Water Services Branch within the Department of Labour, Consumer Protection and Government Services who provides technical and financial assistance to municipalities and water cooperatives in the development of municipal water and wastewater infrastructure.  The Water Services Branch is looking for strong team players, high performing and enthusiastic individuals to join our Construction and Operations Team. 

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid Class 5 Driver's Licence
  • Capable of working under adverse weather conditions in all seasons, climbing ladders, and confined space entry
  • Willing and able to travel throughout the province, and work extended hours
  • Must be able to lift maximum 50 lbs with frequent lifting and carrying objects weighting up to 25 lbs
  • Must have mobility to access construction sites and water plants for inspection purposes

Qualifications:
Essential:

  • Certified water treatment facility level II operator with extensive water treatment operations experience,  journeyman electrician, or journeyman plumber.
  • Construction, operations and maintenance experience in electrical, mechanical and treatment  systems used in Water Treatment Plants or similar environment. 
  • Project management experience on construction projects with experience working with designs plans, specifications, contract documents, budgets and scheduling.
  • Supervisory experience including the ability to plan, assign, monitor, provide guidance, provide training, and/or supervise the work of other technical staff.
  • Effective organizational and time management skills, including the ability to manage multiple projects while maintaining a high level of attention to detail.
  • Good verbal and written communication skills with the ability to prepare construction and maintenance inspection reports and weekly activity reports.
  • Good computer skills including proficiency with Microsoft Office Software including Word, Excel, Outlook and current communications equipment technology.
  • Experience troubleshooting and solving technical problems.
  • Experience using and calibrating testing and monitoring equipment.
  • Knowledge of Manitoba Workplace Safety and Health Act Regulations, and Manitoba Plumbing and Electrical Codes, as pertaining to area of expertise or certification.
Desired:
  • Knowledge of Drinking Water Safety Act regulations, Manitoba Water Services Board Standard Construction Specifications, National Sanitation Foundation (NSF) standards, Canadian Standards Association (CSA) standards, American Water Works Association (AWWA) standards, and Ten States Standards.

Duties:
The Maintenance Superintendent will ensure that the MWSB mandate to deliver a Water and Sewer Program including the operations of four municipal Public Water Systems (PWS) and six Regional Water Cooperatives, is achieved in a manner that complies with Manitoba’s Drinking Water Safety Act and to ensure public health and safety to approximately 30,000 water customers. The Maintenance Superintendent reports to and supports the Maintenance Engineer in completing a variety of highly skilled and specialized services in maintaining and upgrading water treatment plant (WTP) operations throughout the Province. The incumbent must implement job functions within project and operating budgets. Analyzes and diagnoses complex WTP issues/failures; provides guidance, recommends procedures and/or solutions; and implements corrective actions that cannot be resolved by WTP operators. Provides technical knowledge, design options and makes recommendations to the Maintenance Engineer and WTP operators. Analyzes membrane treatment system operating data to determine frequency of various chemical cleaning procedures. Responsible to adjust, calibrate, repair, replace, monitor, and commission water treatment components and systems in accordance with manufacturer’s specifications. Assists with planning, scheduling, overseeing, and implementing preventative maintenance programs. Responds to and coordinates emergency repairs. Reviews and comments on drawings, tender documents and specifications. Ensures products and materials selected for upgrading projects meet MWSB approved products list, NSF and CSA Standards. Oversees and supervises contractors to ensure work is constructed in accordance with tender documents and specifications and facility operating license. Prepares meeting minutes, inspection reports, construction/maintenance status reports, and keeps project and maintenance records. Ensures work is in accordance with Manitoba Workplace Safety and Health Act, Environment Act, Drinking Water Safety Act, and other local, provincial, federal and utility standards.
