The purpose of the Environmental Approvals Branch is to:

  • Assess proposals for approval and consider licensing, permitting, certification, and registration decisions under provincial legislation to ensure potential environmental impacts do not adversely impact human health and Manitoba’s environment.
  • Develop policies, strategies, standards, guidelines, training standards, and legislation to protect human health and the environment; and support public participation in environmental decision making.
  • Deliver provincial programs and services to improve legislative compliance and to address and prevent impacts to the environment from pollutants.  

Conditions of Employment:

  • Must possess and maintain a satisfactory Criminal Record Check.
  • Must be willing and able to travel with occasional overnight stays as required.

Qualifications:
Essential:

  • A degree in environmental science, environmental studies, a physical science (earth science, geology, geography or biology) or equivalent. A combination of education and experience may be considered. 
  • Experience in delivering services to external clients and leading improvement related initiatives to improve services for end-users and clients.
  • Experience working in a legislated environment including interpreting and applying regulations and policies into operations.
  • Experience in financial management as it relates to program/operational budgets.
  • Experience in coaching, managing employee performance, and fostering diversity, collaboration, and engagement across cross-functional teams including direct supervision of staff.
  • Strong verbal communication skills.
  • Strong written communication skills.
  • Demonstrated political acumen with the ability to utilize networks, and complex information to anticipate impact of decisions, solve problems, and advance opportunities.  

Duties:
The Operations and Client Services Manager is responsible for leading and managing the operations and client services section which is responsible for the distribution and administrative processes for permits and licences for the Environmental Approvals Branch and Environmental Compliance and Enforcement Branch. Additional responsibilities include:

Branch public and client engagement initiatives (including management of the public registry and website);
The File Search Program;
The Water and Wastewater Certification Program (including the Minister’s advisory committee);
and collection and analytics for the branch.

The Manager provides expertise, guidance and supervision to staff (including technical staff), providing sound leadership, planning, coordination and financial accountability for the Section.
