The Strategy and Innovation Branch (SIB) supports the Public Service Commission’s (PSC) broader strategic and transformation agenda by providing central coordination of department change initiatives, including strategic and operational planning, project, project portfolio and change management services, as well as government-wide workforce analytics and reporting, and the development and implementation of evidence-based workforce legislation and policies. The Project Portfolio Management unit within SIB provides project portfolio level oversight and support of PSC’s initiatives to ensure projects are aligned to strategy; and supported through established methodologies and processes intended to promote improved project performance and delivery success.

Qualifications:
Essential:

  • Post-secondary education in the areas of project management, change management, business or public administration; or, an equivalent combination of related education, training and experience.
  • Project management experience leading the design, development, implementation and evaluation of multiple projects and initiatives.
  • Knowledge and understanding of project portfolio management processes in order to analyze and report on the department’s portfolio of projects. Awareness of industry trends and leading best practices regarding project management, project portfolio management and change management.
  • Analytical and conceptual skills to assemble and evaluate project data in order to identify trends, patterns and targets and to provide effective recommendations
  • Effective interpersonal skills with experience establishing collaborative, client-focused relationships with diverse stakeholders; using political acumen and influence to engage buy-in and accountability for assigned work; and effectively leading teams to achieve results.
  • Communication skills with experience developing communication plans, drafting, and delivering clear and concise written and verbal communication for a variety of audiences - able to provide meaningful reports and updates to senior staff using engaging methods and strategies fit for the audience.
  • Change management experience supporting organizational change with hope, optimism, agility and resiliency; and leveraging opportunities for innovation and responsible risk taking. 
  • Time management & organizational skills – ability to work independently, take initiative and use tools, methodologies and technology to manage multiple multi-faceted projects simultaneously, keeping projects and project teams on track, on time and accountable for delivering upon outcomes.
  • Knowledge of and experience applying innovation tools and methodologies.

Desired:
  • Knowledge of government's strategic priorities and its legislative and policy framework related to human resource service delivery.
  • Certification in any of the following: project management, project portfolio management or organizational change management.

Duties:
Reporting to the Manager, Project and Portfolio Management within SIB, the Project Consultant is responsible for the participation in the development and ongoing maintenance of a project and project portfolio management (PPM) framework, supporting processes and toolkit for the department. The Project Consultant is also accountable for coordinating project and project portfolio management reporting processes, and from time to time, leading projects and initiatives aligned with strategic priorities and goals. The Project Consultant maintains and delivers a suite of project and change management services, including facilitated lessons learned workshops, project phase orientations, and project artefact reviews that contribute to continuous improvement. The Project Consultant helps to build capacity across the department for managing projects and leading change, by coaching, training and supporting practitioners in adopting PSC’s standard methodologies, processes and tools.
