The Government of Manitoba is currently seeking highly motivated and experienced individuals to fill multiple Managers/Senior Policy and Program Analysts (PM4) positions within the various Provincial Government Departments, including, but not limited to the Department of Sport, Culture, Heritage and Tourism; the Department of Environment and Climate Change, the Department of Municipal and Northern Relations; and the Department of Families. 

Managers/Senior Policy and Program Analysts provide leadership, direction, and guidance. They perform vital senior management roles in planning, coordinating, implementing, evaluating, managing and delivering strategic policies, programs and initiatives undertaken by the various Departments and their branches. Managers/Senior Policy and Program Analysts are also responsible for collecting relevant data and research, developing and implementing policy changes, communicating, managing teams, supporting staff and educating the public. They also lead the Branch's most complex policy development projects and provide detailed oversight of the activities of the Branch's policy team to ensure consistency of information related to achieving Branch, departmental, and government objectives. This includes providing leadership in the long-term and strategic planning needs that align with Department policy, legislation, procedures and government priorities. The Managers/Senior Policy and Program Analyst also consult and coordinate with internal and external relationships including Indigenous communities.

  • Must be able to travel throughout the Province of Manitoba with possible overnight stays, as required

Qualifications:
Essential:
 

  • Post-secondary degree in social sciences, political studies, economics,  public or business administration or other related discipline and extensive related work experience in a senior policy analyst or equivalent, role. Other equivalent combinations of related education, training and extensive experience may be considered.
  • Strong leadership skills with the ability to lead, coach and support the development of diverse, high functioning teams and organizational change.
  • Strong strategic planning and project management experience, including initiating, planning, developing, implementing, evaluating and leading complex projects or programs.
  • Extensive experience conducting complex policy research, consultation, analysis, development, implementation, evaluation, and reporting at a senior level.
  • Significant experience in the interpretation and application of statutes, regulations, legislation and policies.
  • Strong verbal communications skills with the ability to present information to a variety of audiences including senior leadership, and internal/external stakeholder groups. 
  • Superior written communication skills with experience preparing, reviewing and submitting a variety of complex briefing materials and correspondence for senior leadership and various audiences, such as reports, briefing/advisory notes, business cases, etc.
  • Highly developed interpersonal skills with demonstrated experience building and maintaining positive working relationships with diverse internal and external groups. 
  • Strong political acumen and critical thinking skills demonstrated through experience providing strategic advice to senior leaders on complex sensitive and confidential issues.
  • Excellent organizational and time management skills, including the ability to manage competing and rapidly changing priorities, while overseeing the workloads of others, within strict timelines.

Desired:
 
  • Experience in financial management, including understanding of planning, budgeting, reporting and expenditure control for large projects and/or programs.
  • Experience developing regulations and legislation, and familiarity with the associated processes.
  • Experience working with Indigenous communities including consultation, engagement and reconciliation activities. 

Duties:
Reporting to the assigned Department Executive Director, Department Directors, Assistant Deputy Ministers, or Department services, the Manager/Senior Policy and Program Analyst is responsible for providing leadership, direction and guidance with respect to policy development, horizontal/vertical strategic coordination, planning and communication, research, project management,  implementing, monitoring and reporting of complex planning assignments/projects/initiatives.

Other key duties may include: reviewing and evaluating proposals and other decision-making documents; developing position papers, submissions, special reports and other finished materials for use by senior officials; leading and training teams in the development of strategic policy projects from initiation, developing, implementation and reporting, identifying risks and opportunities; evaluating issues and implications and developing recommendations for senior leaders; participation in various capacities on boards, commissions, committees, task forces or other such groups; assumes the responsibilities for Department Managers in their absence, providing supervision, direction and guidance to other professional and technical staff; will provide leadership, training and role assignments to Branch Policy Analysts; provides written and verbal updates and plans to senior management for the purpose of communicating priorities, setting direction and ensuring a coordinated, systemic response.
