Salary(s):   EO3 $65,061.00 - $90,556.00 per year In addition to a bi-weekly salary, candidates who have achieved their Certificate in Public Health Inspections/Board Certification are eligible for $352.12 qualification pay on a bi-weekly basis ($9,155.12 per annum)

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Board of Certification (BOC) of the Canadian Institute of Public Health Inspectors (CIPHI), along with on-going membership and participation in CIPHI's Continuing Competencies Program
  • Ability to provide and maintain a current and satisfactory Criminal Record Check (CRC). Candidates are responsible for associated costs
  • A valid Manitoba Class 5F Driver's license or equivalent
  • Must have access to a personal vehicle for use on the job
  • Ability to work outside in various environmental conditions and met physical requirements as needed such as walking, climbing, bending and kneeling
  • Ability to work outside regular working hours and/or travel to remote locations by car, plane and boat with possibility of consecutive overnight stays

Qualifications:
Essential:

  • Completion of a post-secondary degree in Environmental Public Health from a recognized institution. An equivalent combination of relevant education, training and experience may be considered if combined with a Certificate in Public Health Inspection.
  • Extensive experience in public health investigations and compliance monitoring, and enforcement activities
  • Experience reviewing and assessing technical documents such as compliance plans, engineering assessments, etc.
  • Experience developing and/or amending legislation, regulations, policies, procedures and operational guidelines
  • Experience applying and interpreting legislation related to the Public Health Act
  • Experience in program development and coordination, including making evidence and/or research based recommendations to senior management
  • Strong written communication skills with experience drafting technical reports and correspondence
  • Sound analytical, decision-making and problem-solving skills
  • Strong conflict resolution skills and experience in de-escalation
  • Leadership skills to guide, train staff, and facilitate education opportunities for various stakeholders
  • Excellent interpersonal skills with the ability to establish and maintain strong working relationships with diverse stakeholders
  • Strong verbal communication skills with the ability to communicate technical and non-technical information to diverse stakeholders

Duties:
This program coordinator will provide specialized expertise to staff and lead program development for theses program areas for the HPU. The incumbent will chair inter-regional Health Protection program committee’s and coordinate the development of draft policies and recommendations related to programs. The incumbent will lead regulatory review processes, influence and a hold a decision-making role in short and long term-plans and policies for these specialty areas.
