The Finance Department is looking for a Senior Manager - Funding Strategy to join the management team.  The Senior Manager - Funding Strategy is an integral part of a three (3)-person team that manages and executes the Province's annual long-term borrowing program. This team has the responsibility of formulating and executing the strategy for the debt management program, the derivative program that relates to the debt and loans and advances to the crown corporation and government agencies. This function is a critical part of managing the Province's debt servicing costs.

Qualifications:
Essential:

  • A professional Designation or advanced educational degree (e.g., CFA, Master of Finance/Business). Consideration will be given to a combination of completion of secondary education and/or enrolment in a professional designation, with related work experience.
  • Advanced financial and analytical skills to model and analyse complex funding structures and derivative opportunities received from the financial markets.
  • Experience supervising staff, including assigning and overseeing work, managing performance, and motivating direct reports. 
  • Experience with maintaining financial records to generate reports and statements for publication and regulatory filling.
  • Strong interpersonal skills to interact professionally with all levels of internal and external stakeholders. 
  • Excellent verbal communication skills to deliver or present financial information and recommendations to financial and non-financial individuals, including senior leaders. 
  • Effective with written communication skills to effectively communicate financial and non-financial information to all levels of audiences. 
  • Experience with Microsoft Office suite (excel, word, ppt) to perform complex analysis of various financing proposals and cash flow requirements for management review.
  • Experience with financial management systems such as Bloomberg and/or CanDeal, to monitor, analyze, and report on financial markets.
  • Advanced Microsoft Excel skills (including but not limited to VBA coding) to perform complex analysis of various financing proposals and cash flow requirements for management review.
  • Knowledge of domestic and international capital markets and experience in analysing complex financing proposals within these markets. 

Desired:
  • Knowledge of Government of Manitoba procedures, legislation (specifically the Financial Administration Act and Loan Acts), accounting policies and financial management procedures pertaining to the borrowing programs of the Province, crown corporations and government agencies. 

Duties:
The Senior Manager – Funding Strategy is responsible for;

  • The administration and maintenance of the Province of Manitoba debt records, and the preparation of reports and statements for official financial publications by the government pertaining to these activities.
  • Closely works with the Director and Assistant Director in the analysis of investment and debt management proposals received by the Treasury Division.  
  • Direct supervisory duties for the Capital Markets analyst – Loans and Advances as well as the Senior Capital Markets Analyst.    
  • Responsible for calculating and producing the daily funding targets used by the Capital Markets team for funding decisions.
  • Acting as the primary contact for coordinating all FIPPA requests received by the Capital Markets Branch.
  • Liaising with senior members of the global financial community as well as legal counsel from firms within the global financial centres; maintains regular contact with investment dealers, other senior Manitoba provincial staff and other Provinces; and with a number of departments as well as crown corporations and agencies regarding their financial requirements.
