The Regulatory Services Branch is a team of engineers, geologists, auditors, technicians, inspectors, and administrative staff that ensure compliance with the Oil & Gas Act, The Oil & Gas Production Tax Act, and the Mines and Minerals Act and associated regulations. The Unit develops, recommends, implements, and administers policies and legislation, to provide for the sustainable development of Manitoba's oil and gas and mineral resources.

Qualifications:
Essential:

  • Relevant post-secondary education in accounting and/or finance or an equivalent combination of education and experience may be considered.
  • Operational understanding of accounting standards (preferably Public Sector Accounting Standards (PSAS)) and demonstrated experience working with accounting principles/concepts and adhering to accounting policies.
  • Experience developing and monitoring financial processes and internal controls/financial systems, and interpreting and applying policies, statutes, and legislation, and/or conducting audits and reviews to assess compliance, make recommendations and improve existing processes.
  • Strong organizational skills with the ability to work independently and manage multiple priorities with conflicting deadlines.
  • Extensive experience with Microsoft Office Suite, with emphasis on MS Excel including manipulating data, using complex formulas, macros, and pivot tables.
  • Strong interpersonal skills with the ability to communicate effectively with all levels of staff, senior management, other government departments, and agencies as well as Petroleum and Quarry clients. 
  • The ability to influence and collaborate with staff at all levels.
  • Effective verbal communication skills with the ability to deliver information in a clear and organized manner to a wide variety of audiences.
Desired:
  • Experience in oil and gas and quarry mineral production and royalty accounting and that they become an expert in this area.
  • Data mining skills.
  • Experience with SAP financial management modules or other complex financial systems. 

Duties:
Reporting to the Tax and Royalty Auditor, the incumbent is responsible for collection and reconciliation of cash receipts in the branch ensuring accuracy of deposits and general ledger. The Mining, Oil and Gas branch collects revenue in the form of royalties, taxes, fees and levies. The branch also collects large amounts of performance deposits with the intention of returning them to clients after certain conditions are met. The revenue analyst ensures the branch has adequate record keeping so that these large payments reconcile to internal and external systems and client records.
