The Department of Education and Early Childhood Learning is seeking qualified individuals to fill a Coordinator position within the Bureau de l'éducation française. The Coordinator would be responsible for the Provincial Assessment Unit within the BEF. The BEF has the mandate to provide leadership and direction for all matters related to French-language education in Manitoba.

Qualifications:
Essential:

  • Post-secondary education, preferably at the Master's level, in education or related field or a combination of related education and experience.
  • Experience with and knowledge of Manitoba's French-Language Education Programs, including curriculum, assessment, and professional learning.
  • Specialized knowledge and skill in psychometrics and fluency in principles and practice of large-scale assessment, classroom assessment and grading.
  • Experience providing leadership in the design and implementation of policies and programs, such as French-Language Education policy in a minority setting, curriculum development, professional learning and assessment.
  • Strong leadership skills with the ability to encourage innovation, lead staff and teams towards results, execute change initiatives, and effectively manage resources and functions. 
  • Strong oral communication skills (French and English) with the ability to communicate clearly and concisely to both internal and external stakeholders.
  • Strong written communication skills (French and English), including the ability to write politically sensitive materials for internal and external stakeholders.
  • Strong problem-solving and decision-making skills, with ability to take action to strategically align and execute the goals of the department. 
  • Strong political acumen with the ability to act with diplomacy and tact.
  • Experience in strategic and project planning related to complex projects involving multiple stakeholders.

Desired:
  • Financial management experience including experience managing a budget.

Duties:
The Coordinator of the Provincial Assessment and Reporting Unit is accountable for the management of all initiatives, projects, programs, activities and staff within the unit. The unit is responsible for the development and/or implementation of provincial assessments and tests, national and international assessments and the provincial report card, and provides support in relation to assessment and grading and using assessment data. The Coordinator selects and assigns professional and support staff to projects; reviews and monitors work plans; supervises staff; approves project budgets; advises on policy questions; and implements programs approved by government policy. The Coordinator reports to, provides advice and assistance to the Executive Director of the Bureau de l’éducation française (BEF), on matters relating to functions of the Assessment Unit, and acts on behalf of the Executive Director.
