The Manitoba Water Services Board (MWSB) has been providing assistance to rural Manitobans for over 60 years in the development of safe, affordable and sustainable water and wastewater infrastructure. MWSB projects and services are implemented by Water Services Branch within the Department of Consumer Protection and Government Services who provides technical and financial assistance to municipalities and water cooperatives in the development of municipal water and wastewater infrastructure. The Water Services Branch is looking for strong team players, high performing and enthusiastic individuals to join our Construction Services Team.

Conditions of Employment:

  • Must be able to work overtime hours                          
  • Must have a valid Class 5F Manitoba Driver’s Licence or similar from another jurisdiction
  • Must be able to work outdoors in a field setting on a year round basis
  • Must provide and maintain a satisfactory Criminal Record Check
  • Must be physically capable of performing the duties assigned to the position such as lifting up to 50 pounds, climbing ladders, completing construction site inspections, sitting and being in confined spaces
  • Must be able to travel throughout the province on overnight and extended trips

Qualifications:
Essential:

  • Civil Engineering Technology Diploma or Civil Engineering Technician Certificate or an equivalent combination of education and experience.
  • Experience in the construction inspection industry, and/or construction supervision which is relevant to water and sewer construction including; design, survey, contract preparation and quality/quantity controls.
  • Experience reading and interpreting construction drawings, plans, specifications and contract documents as well as applying material testing procedures.
  • Knowledge of current construction methodology, specifications, civil engineering principles and methods applicable to municipal water & sewer infrastructure.
  • Strong interpersonal skills and ability to maintain effective working relationships when working with clients, contractors, consultants, municipal officials, general public, utility agencies, employees, and other government branches/divisions.
  • Excellent verbal communication skills in order to negotiate, build consensus, resolve conflicts and to communicate technical information to a wide variety of individuals using tact and diplomacy.
  • Strong written communication skills with the ability to prepare field inspection reports, construction meeting minutes and field notes.
  • Ability to work independently with minimal supervision.
  • Strong problem solving and analytical skills and the ability to expedite decisions.
  • Excellent organizational skills with the ability to manage multiple, conflicting deadlines under pressure and plan and prioritize work/tasks in order to meet overall goals and objectives.
  • Strong computer skills including proficiency with Microsoft Office software including Word, Excel and Outlook.
Desired:
  • Knowledge of Manitoba Workplace Safety and Health Act Regulations.
  • Ability to use AutoCAD and GPS/GIS and instrumentation.

Duties:
Under the direct supervision of the Construction Superintendents, this position is responsible for the day-to-day inspection and layout of various water and sewer construction contracts. The position ensures quality assurance and controls construction activities to confirm projects are completed in compliance with the Manitoba Water Services Board standard construction specifications, using approved material and methodology. This position interprets plans and specifications to provide project layout in the field for construction contractors.  In addition to providing daily inspection services, the inspector collaborates with the construction superintendent and stakeholders, schedules and chairs regular construction meetings, monitors progress and reports material quantities, and prepares construction reports and meeting minutes. The Construction Inspector oversees commissioning of completed work and provides collected GPS data and daily field records to assist in the development of accurate "as-built" drawings.
