Reporting to the Director of Crime Prevention, the Program and Policy Analyst, Northern and Youth Initiatives is a member of the Crime Prevention team in Policing Services and Public Safety Branch, providing program, policy and legislative development support. The incumbent plays a critical role in researching, analyzing, evaluating, advising and developing initiatives, programs, policy and legislation, specifically supporting communities in Manitoba in the development and implementation of crime prevention and community safety and wellbeing initiatives. The incumbent will also be required to work with the Director of Crime Prevention as required to write position papers, briefing notes, issue papers and informational material for senior department managers. The incumbent may also be required to undertake research projects, support department staff, interdepartmental working groups, community organizations, and interact with advocacy groups and other external agencies.

Qualifications:
Essential:

  • An undergraduate degree in social sciences or related discipline and related experience. An equivalent combination of education, training and experience may be considered
  • Experience with case management, including intake, assessment and coordinating services for multi-barriered children and families
  • Ability to analyze information, identify key issues to be addressed, and develop recommendations to address them
  • Understanding and knowledge of crime prevention principles by social design, and equity and community-based program development
  • Superior written communication skills including experience writing a variety of documents and reports for various audiences
  • Experience conducting public consultations and working with stakeholder groups
  • Strong organizational and time management skills; including working under pressure with tight deadlines
  • Ability to find opportunities for innovation, find creative solutions to issues and successfully manage change 
  • Ability to build and maintain positive working relationships and partnerships with diverse stakeholders
  • Effective verbal communication skills with presentation and facilitation experience. 
  • Proficiency in use of MS Office (Word, Excel, Outlook and PowerPoint)
  • Proficiency in use of research tools (e.g. search engines, online research databases, journals)

Desired:
  • Knowledge of Manitoba's Indigenous cultures and history and how it is impacted by the justice system
  • Knowledge of Policing Services and Public Safety Branch programs, objectives, services and relevant legislation

Duties:
The incumbent is responsible for implementing, and managing the Turnabout Program in the Northern part of Manitoba (53° parallel and above), as well as, identifying gaps in the community. Turnabout is a Province-wide program to provide an integrated response and intervention to children under the age of 12 years, who have come into conflict with the law for actions which could have resulted in criminal charges. The incumbent plays a critical role in researching, analyzing, evaluating, advising and developing initiatives, programs, policy and legislation, specifically supporting communities in Manitoba in the development and implementation of crime prevention and community safety and wellbeing initiatives.
