The Community Planning  Branch of the Department of Municipal and Northern Relations is looking for skilled and professional individual to fill Community Planner (LP3) positions located in Brandon.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid full stage Manitoba Class 5 driver's license or equivalent
  • Must be able to travel throughout the Province as required
  • Must be eligible for membership in the Canadian Institute of Planners

Qualifications:
Essentials: 

  • Post-secondary degree in Urban, Rural or Regional Planning, preferably at the Master’s level. An equivalent combination of a directly related degree (e.g.: geography, landscape architecture) combined with planning work experience may be considered.
  • Experience in land use planning, including review of development plans, zoning by-laws and subdivisions.
  • Experience working on complex policy and planning initiatives.
  • Proficient computer skills with a good understanding of Geographic Information Systems (GIS) and its application to the field of planning.
  • Effective verbal communication skills demonstrating the ability to clearly articulate ideas to a wide range of audiences. 
  • Strong problem solving skills including the ability to handle sensitive issues.
  • Strong interpersonal skills that facilitate effective working relationships with colleagues, other departments and clients.
  • Excellent written communication skills with the ability to write various documents and reports at a professional level to present issues and recommendations.
  • Excellent organizational and time management skills with the ability to work under pressure and manage multiple deadlines with limited lead time.

Duties:
Under the direction of the Regional Manager, the Community Planner reviews development applications for completeness, accuracy, clarity and conformity to applicable development, secondary plans and zoning by laws.
Responsibilities include conducting site analysis and inventories for use in determining development opportunities and constraints, preparing detailed reports as well as using geographic information systems (GIS) to support the planning analysis. Assisting the Regional Manager in the administration of the responsibilities delegated under the Planning Act and the Municipal Act. Providing advisory services to provincial departments, the public, councils and municipal administration with respect to land use and sustainable development programs, projects, applications and interdepartmental initiatives. Providing ongoing planning services to municipalities and Planning Districts, governmental agencies, consultants, and the public regarding land use planning and sustainable development. Supporting the creation of development plans, interpreting and applying provincial legislation, polices and regulations, and acting as the lead contact on files representing government interests and requirements.
