Manitoba Environment and Climate is seeking a qualified individual(s) to fill the position of Environment Officer (EO2) in various locations throughout Manitoba. Environment Officers are part of the Environmental Compliance and Enforcement Branch, which is responsible for coordinating the activities of the province's environmental program under the Environment Act, Contaminated Sites Remediation Act, Dangerous Goods Handling and Transportation Act, Waste Reduction and Prevention Act, and Ozone Depleting Substances Act.  The Manitoba government has a comprehensive benefit package which includes extended health care, health spending account, dental care, vision care, long term disability insurance, group life insurance, maternity/paternity leave, family related leave, and a defined pension plan (some pension plans allow for portability between the Civil Service Superannuation Board and employers).

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must be able to provide a satisfactory Criminal Record Check.
  • Must possess and maintain a valid Full Stage Manitoba Class 5 Driver's Licence. 
  • Must be physically able to perform the duties and responsibilities of the position such as site inspections and investigations which require walking over rough terrain while carrying up to 20 pounds.
  • Must be willing and able to travel throughout the province with occasional overnight stays as required.
  • Must be able to work overtime, including evenings and weekends as required.

Qualifications:
Essential:

  • Degree in Environmental Science/Studies or related discipline with relevant work experience in an environmental field.  An equivalent combination of education and experience may also be considered.
  • Experience working with, and thorough knowledge of environmental legislation in Canada  including:  The Environment  Act, The Dangerous Goods Handling and Transportation Act, The Ozone Depleting Substances Act , and the Waste Reduction and Prevention Act (or similar legislation).
  • Demonstrated ability to undertake compliance inspection, investigation and enforcement activities.
  • Experience with environmental monitoring and sampling techniques.
  • Effective written communication skills.  
  • Effective verbal communication skills.  
  • Ability to work independently.
  • Demonstrated ability to proactively display initiative and solve problems. 
  • Effective conflict resolution skills.
Desired:
  • Experience with, and extensive knowledge of environmental management and the effects that contaminants may have on the environment and human health.

Duties:
Reporting to the Regional (EO4) Supervisor, the incumbent is responsible for the administration, inspection, and enforcement of regulations, licences, orders and permits pertaining to The Environment Act, Contaminated Sites Remediation Act, Dangerous Goods Handling and Transportation Act, Waste Reduction and Prevention Act, and Ozone Depleting Substances Act.
